Request for Expression of Interest TESP HEC Pakistan Training of HEIs Staff on Quality Assurance Governance. Tertiary Education Support Program (TESP) is a World Bank funded project to assist government of Pakistan in the implementation of the Medium Term Development Framework for Higher Education. The project aims to support the Government reforms in tertiary education under two components:

Component 1 consists of four subcomponents, aligned with the Government’s overall program:

  • Improved fiscal sustainability and expenditure effectiveness
  • Enhanced quality and relevance of teaching and research
  • Improved equitable access
  • Strengthen governance and management.

Component 2 is aimed at strengthening capacities for program implementation and M&E systems in the tertiary education sector.

TESP intends to hire the services of four individual consultants for the activity “Reviewing and updating of Quality Assurance Manual of HEC”, for which Expression of Interest is requested separately mentioning the package title and number along with capacity profile pertaining to specific experience. A consultant can only apply for single study.

A four package titles for consultancy are as follows:

  • Package 1-: Improving the criteria set for Program and Institutional Review
  • Package 2-: Improving the criteria set for the quality of Post graduate programs
  • Package 3-: Improving the criteria set for Faculty selection, appointment, retention & Promotion
  • Package 4-: Improving the criteria set for defining outcome based education system, criteria for improving the quality of private & distance education system and quality standards for affiliating universities.

The Consultants will be selected in accordance with the procedures set out in the Section V of the World Bank’s Guidelines: Selection and Employment of Consultants under ibrd Loans and IDA Credits & Grants, by World Bank Borrowers January 2011 revised July 20149 “Consultants Guidelines”, setting forth the World Bank’s policy on conflict of interest , information available at World Bank List.

The Consultant must have preferably 15 years of Professional consulting experience in Higher Education sector, and preferably 5 years of experience in design, review and execution of respective QA domain/criteria with demonstrational knowledge of carrying out quantitative and qualitative research work.

Experience of working in the Higher Education Sector and the World Bank will be preferred. TORs can be obtained from the Office (address given below) or can be downloaded by clicking on below link:

TESP reserves the right to accept or reject any application. Only shortlisted candidates will be contracted by HEC TESP.
