The federal government on Wednesday announced the new Hajj policy for 2018 in which 179,210 Pakistanis will be able to perform the pilgrimage to Mecca.

The Federal Minister for Religious Affairs Sardar Muhammad Yousaf presented the new policy for Hajj after the formal approval from cabinet.

According to details, the government has decided against additional expenditures for the Islamic practice. Within the 179,210 pilgrims, government scheme will accommodate 120,000 people while the rest will be taken to the holy places through private tour operations.

There is a separate quota of 10,000 for people above 80. For the first time, the government has included three private airlines in its flight operation between Pakistan and Saudi Arabia, apart from PIA.

No one will be able to perform Hajj for free, Sardar Muhammad Yousaf said in the press conference. He announced that applications for Hajj will be accepted from January 15 to January 24, next year. The official scheme draw to decide Hajj pilgrims will take place on January 26.

The minister told that the government revised the policy after the Supreme Court verdict. He claimed that the people now trust their scheme for Hajj, promising that the discrepancies will be compensated by the government.

It was told that Pakistan will sign the Hajj agreement with Saudi Arabia in next February.

The process of issuing tenders for the accommodation, transport, catering and other allied facilities for Haj pilgrims has been initiated.

According to the document, the following services will be provided to Pakistani pilgrims for this year:

  • Express clearance services at Jeddah and Madina airports.

  • Modern buses to transport pilgrims from the airport to their residences.

  • Provision of 100 per cent accommodation in markazia in Madina will be ensured.

  • Provision of cooked meals three times a day in Mashair (Mina, Arafat and Muzdalifah).

  • Provision of filtered water and effective cooling systems in each maktab in Mina.

  • Provision of fireproof tents at Arafat.

  • Separate washrooms for the disabled in Mina, Muzdalifah and Arafat.

The Haj quota of 179,210 pilgrims is expected to be divided in a 60/40 ratio between the government and private Haj operators, and in case Pakistan’s request for an increase in quota is approved by Saudi Arabia, it will also be divided between government and private Haj schemes.

The quota for private operators will be allocated to existing quota holders to ensure smooth Haj operations.

Additional proposals for the Haj quota include:

  • Applicants who have performed Haj during the last seven years will not be eligible to apply for Haj 2018 under the government scheme. Similarly, for private Haj schemes, the limit may be restricted to the last five years.

  • Hajj-e-Badal will be allowed through private Haj operators only.

  • The Hajj Policy Formulation Committee of the Supreme Court have recommended the abolishment of the ‘hardship quota’ in the Haj scheme.

  • The airfare of Rs95,000 (North) and Rs86,000 (South) from 2016 will be maintained for Haj 2018.

He said the step was taken to give maximum chance to  new pilgrims who have not perform Hajj earlier. He said Hajj-e-Badal would be allowed through private Hajj operators only.

He said three times a day free cooked meals would be provided to the pilgrims in Mashair (Mina, Arafat and Muzdalifah).

Yousaf said 100 per cent accommodation in Markazia in Madina and Azazzia in Makkah would be ensured while round the clock transport service would also be provided to the Hujjaj from their accommodation to Haram Sharif.

He said express clearance services at Jeddah and Madina airports, modern buses to transport pilgrims from the airport to their residences, filtered water, effective cooling systems in each maktab in Mina, fireproof tents at Arafat would also be provided to the pilgrims. Train service would be provided to maximum pilgrims in Mashair, he said.

The minister said a comprehensive awareness and training programs would also be launched for the intending pilgrims.

The pilgrims would be airlifted through nominated airlines including PIA, Saudi Airline, Shaheen Airline and Airblue.

Responding to a question, he said no free hajj would be performed to any one. All quotas have been abolished, he added.

However, he said for the welfare of Hujjaj, 450 officials of medical mission, 450 helpers and 270 officials of the ministry would be deputed in Saudi Arabia.

To another question, he said emergency plan was also being chalked out to cope with emergency situation. State Minister Pir Aminul Hasnat and other senior officials were also present on the occasion.
