The announcement of Rs300,000 grant the tractor by the government of Sindh has generated controversy over goodwill in the province. The scheme provincial government plans to subsidize 3,550 tractors through the Sind Bank Limited on a first come, first served. However, both representatives of farmers and tractor makers complained of serious irregularities dismiss it as a measure to reward cronies of the political hierarchy in the province.
Coinciding with this assessment, Pakistan Automobile Manufacturers Association (PAMA) President Bashir Sohail Rana says all tractor manufacturers were not treated fairly and production order was assigned to a company without merit. “How can a mismanaged this scale scheme to achieve the objectives? That hurts both tractor manufacturers and users to help them,” he said.
Khalid Mehmood Khokhar, Pakistan Kissan Ittehad president (PKI), said that the basic pre beneficiaries identified “first come, first served” served. He recalled tractor scheme last year was also mired in controversy when farmers claim arose alleging that subsidized 1,600 tractors were distributed among influential politicians on the first day of the launch. He demanded an adequate system of voting after submission of applications for producers to ensure fairness, transparency and allow the plan to achieve the objectives of providing poor farmers.
He also expressed surprise at the selection of a small tractor manufacturer whose market share is minimal. According to PAMA figures for July-March 2015-16, Fiat (New Holland) and Millat (Massey Ferguson) sold 7,947 and 13,534 units, respectively, while East IMT sold only 688 units.
Mr. Khokhar said the election of the tractor should be left to farmers to select the machine based on performance, after-sales service network and regional services of a particular brand.The government of Sindh, he said, must show that their scheme is transparent and fair, giving consumers choice with regard to the purchase of tractors.
Meanwhile, a representative of the National Audit Office (NAB) ‘s division of Hyderabad visited Agricultural Engineering Directorate of Sindh on April 15 and asked information / document “providing assistance to farmers’ purchase plan 11,000 Phase III wheel tractors on copy of the memorandum of understanding signed with the Sind Bank Ltd during the year and copies of the current advertising appeared in newspapers on the same date to provide grants / assistance to farmers.
